Daniel Perry from Dunfermline thought he was talking to an American girl online but was told by the Filipino blackmailers that his conversations had been recorded and would be shared with his friends and family unless he paid them.
Daniel died in July 2013 after allegedly falling victim to the attempt to blackmail him, it is believed he was lured into webcam chat and then blackmailed with the footage they recorded.
Scottish detectives found an online trail, which led to an organised crime group in the Philippines.
A spokesman for the Crown Office said: “A warrant has been issued for the arrest of Archie Gian Tolin in connection with the death of Daniel Perry. “Steps are now being taken to enforce that warrant and secure his extradition from the Philippines.”
